Received radiophysics speciality in Kharkiv State Unibersity, worked as an engineer at radio-astronomy department of USSR Academy's of Sciences Institute of Radiophysics and Electronics. From the very begining of "perestroyka" actively participated in social life. In 1985 was elected the president of Krarkiv Club of Young Scientists and Specialists. In 1986 became one of creators of All-Soviet system of young people scientific and technical work (YSTW). In 1987 he was the first, who founded YSTW "Practika" centre in Kharkiv. In 1989 was appointed an expert of Council of Ministers Bureau on engineering. The sam year he was elected the head of Union of Kharkiv Science, Techical and Manufacturing Societies. In 1990 was elected the deputy of Kharkiv City Council where he has headed the comission on the development of new forms of economical activity. He studied problems of self-government and city economy, worked on probation in Germany and the USA. In 1991 was elected the president of Kharkiv city Renewal and Developmend Fund. He has sufficient experience of administrative work - from 1994 till 1998 worked as a head of President's of Ukraine Counsellor on regional policy. In 2001 was appointed the councillor of prime minister of Ukraine. From 1998 - member of Liberal-Democratic Party of Ukraine. In 1999 - elected the head of Liberal-Democratic Party of Ukraine on alternative principles. From 1999 till 2004 - managerial work in several commercial organizations. In 2002 - member of eletorial list of "Winter generation team" block. From 2003 - private entrepreneur. In 2003 - LDPU's candidate for the President of Ukraine. Resides in Kyiv. Married. Wife - Tamara Ivanovna - Doctor of Psychology, works as such. Son Leonid - student, studies in Kharkiv National University on mechanicial-mathematical department. Daughter Iryna is a schoolgirl.
